Liam Collins is the Executive Director of the Viola Foundation and the Madison Policy Forum and a permanent member with the Council on Foreign Relations. A retired Special Forces Colonel, Liam served in a variety of special operations assignments and conducted operational deployments to Afghanistan, Iraq, Bosnia, the Horn of Africa and South America.

A defense and security expert, Liam has written numerous articles, reports and chapters for anthologies focused on terrorism and counterterrorism, insurgency and counterinsurgency, modern war, special operations, organizational innovation and leadership.


His work has been cited by the Assistant to the President for Homeland Security and Counterterrorism, the White House Press Secretary, The New York Times, the Associated Press, CNN, ABC News, Fox News, NPR, The Wall Street Journal and USA Today.


Liam earned a B.S. in mechanical engineering (aerospace) from the United States Military Academy, and a Master in Public Affairs and PhD from the Woodrow Wilson School of Public and International Affairs at Princeton University.
